Obamacare and the Affordable Care Act (ACA)
Learn how the Affordable Care Act (Obamacare) improved individual health coverage and delivered plan affordability through subsidies, Medicaid expansion and other ACA provisions.
The law included major provisions intended to make health coverage on the individual market more affordable – including subsidies (which have been enhanced by the American Rescue Plan) and expanded Medicaid eligibility.
The Patient Protection and Affordable Care Act – commonly referred to as the Affordable Care Act (ACA) and also known as Obamacare – is a sweeping piece of legislation passed by the 111th Congress and signed into law by President Barack Obama in 2010.
The ACA included more than 1,000 pages of provisions intended to make coverage affordable for and accessible to millions of Americans who struggled to pay for individual coverage – many of whom could not buy individual coverage at any price due to pre-existing medical conditions.
The law sharply reduced the number of uninsured Americans. And although the uninsured rate increased under the Trump administration’s watch, enrollment in marketplace plans reached an all-time high in 2021 (and 2022 enrollment is on track to be significantly higher), and so has Medicaid/CHIP enrollment.

Health Insurance Answers: Understanding the ACA (Obamacare) Marketplace

The ACA marketplace (Obamacare) plans are very misunderstood. They are not for everyone, but do provide affordable ...
Types of Health Insurance Plans
There are four types of health insurance plans available through ObamaCare's marketplace they are Bronze, Silver, Gold, and Platinum health insurance plans.
These Qualified Health Plans represent four tiers of coverage and are sometimes referred to as “metal plans” due to their quality corresponding to the value of their metal types. In other words a “Gold” plan is better than a “Bronze” health insurance plan in terms of cos-sharing.
Aside from the 4 basic plan types, people under 30 and people with hardship exemptions can buy a “catastrophic” health plan through the marketplace. Catastrophic health plans have a low premium but very high out-of-pocket costs.
We get into details on metal plans below, but first let’s cover some things that will help you understand metal plans Bronze, Silver, Gold, and Platinum: how to get them, when to get them, the differences between PPOs and HMOs, HSAs, cost-sharing, getting lower costs, and more.
Make sure to enroll in a health plan during open enrollment. Every health plan type has it’s own open enrollment period. For private coverage inside and outside the marketplace you have from November 15th, 2014 to February 15th, 2015 to shop.
1. Go to HealthCare.Gov and fill out an application. You’ll find out if you qualify for cost a-sistance and will get to compare all health plans offered on the marketplace in your region. You don’t make a choice until you officially enroll in a plan, so if you start early you are simply seeing health plan options, not making a commitment.

"Obamacare" is an alternative term for the Patient Protection and Affordable Care Act (ACA) of 2010. The aim with this plan was to make health care more affordable for everyone by lowering costs for those who can't afford them.
Obamacare is the Patient Protection and Affordable Care Act (ACA). Most people think it only affects health insurance, but it has changed the way the U.S. delivers healthcare overall. The term "Obamacare" was first coined by critics of the former president's efforts to reform healthcare, but the name stuck.
The ACA made important changes to the way many people are able to access healthcare. For example, before the ACA, insurance companies could exclude people with pre-existing conditions. As a result, the people with the greatest health expenses sometimes had to go without insurance or settle for a policy that did not cover their condition. Because they couldn't afford regular doctor visits, they often ended up in hospital emergency rooms, unable to contribute to the expense of their treatments.

he Obamacare subsidies are available to individuals and families that qualify on certain conditions. These subsidies reduce your out-of-pocket expenses. If you already have subsidies, it is still advisable to reapply in case of changes in your income or other factors.
The Pros and Cons of Obamacare
There are many pros and cons of the Affordable Care Act. While Obamacare has helped many people get insurance, some argue the benefits don't outweigh the cons.
The act aimed to provide affordable health insurance coverage for all Americans. The ACA was also designed to protect consumers from insurance company tactics that might drive up patient costs or restrict care.
Millions of Americans have benefitted by receiving insurance coverage through the ACA. Many of these people were unemployed or had low-paying jobs. Some couldn’t work because of a disability or family obligations. Others couldn’t get decent health insurance because of a preexisting medical condition, such as a chronic disease.
Conservatives objected to the tax increases and higher insurance premiums needed to pay for Obamacare. Some people in the healthcare industry are critical of the additional workload and costs placed on medical providers. They also think it may have negative effects on the quality of care.
A preexisting condition, such as cancer, made it difficult for many people to get health insurance before the ACA. Most insurance companies wouldn’t cover treatment for these conditions. They said this was because the illness or injury occurred before you were covered by their plans.
The ACA covers many screenings and preventive services. These usually have low copays or deductibles. The hope is that if you’re proactive in your healthcare, you can avoid or delay major health problems later.
Obamacare Has Doubled the Cost of Individual Health Insurance | The Heritage Foundation
The Affordable Care Act (ACA), known as Obamacare, produced major dislocations in the individual (non-group) health insurance market by imposing a raft of new mandates and regulations, coupled with new income-related coverage subsidies. The results have been not only reduced insurer choice and competition, but also much higher health insurance premiums for millions of Americans.
Data on how much Americans paid for health insurance confirm that Obamacare’s mandates and regulations dramatically increased the cost of individual market health insurance in almost all states. The good news is that costs can fall if policymakers provide regulatory relief to allow states to aim subsidies according to the unique needs of the citizens in their states. The initial data from states that implemented Section 1332 waiver programs show that permitting states to apply alternative approaches allowed them to reduce premiums, expand coverage options, and do a better job of focusing available resources on helping high-cost patients.
The Affordable Care Act (ACA), known as Obamacare, produced major dislocations in the individual (non-group) health insurance market by imposing a raft of new mandates and regulations, coupled with new income-related coverage subsidies. The results have been not only reduced insurer choice and competition, but also much higher health insurance premiums for millions of Americans.REF
Premiums charged for health insurance coverage vary due to differences among plans in their scope of covered benefits, their levels of patient cost sharing, and their panels of participating providers, as well as differences in enrollee demographics (such as age and location). Furthermore, customer purchasing decisions reflect personal preferences among the available options offering different combinations of price and benefit.
Thus, the best way to analyze changes in premiums is to use data on how much customers actually paid for coverage. That approach captures all the varied effects of plan designs and consumer purchasing decisions.
In addition, that approach also reflects any changes to the risk profile of the overall insurance pool (which is a key factor in insurer pricing calculations) that can result from a significant share of previous customers exiting the market, or a significant number of new customers entering the market. In the case of the individual health insurance market, both of those changes occurred in response to Obamacare’s simultaneous application of new regulations and new subsidies to that market.REF
