Are you or a loved one living in the community and need a-sistance to remain there? The Affordable Care Act created an optional State Plan service which will allow eligible individuals to access Personal Attendant Care (PCA) and other services and supports through self-direction.

This program provides services to help eligible residents live in the community. Eligible applicants must be 65 years of age or older, be at risk of nursing home placement and meet the program’s financial eligibility criteria. To be at risk of nursing home placement means that the applicant needs a-sistance with critical needs such as bathing, dressing, eating, taking medications and toileting. CHCPE helps clients continue living at home instead of going to a nursing home. Each applicant’s needs are reviewed to determine if he/she may remain at home with the help of home care services.

The state of Connecticut provides Connecticut residents with unbiased information about the need for long-term care; the ability to find and purchase quality, affordable long-term care insurance; and a way to get needed-care without depleting a-sets.

Do you need surgery any time soon? How much were you spending on copays? All of these details will help you figure out which plan configuration makes sense for you. You can’t go by premiums alone. A more expensive plan may cover more, leaving you with less to pay. But that only makes sense if you visit doctors more frequently than not.

Most people in Connecticut buy HMOs, EPOs, PPOs and POS. Access Health CT is a successful state-run exchange (marketplace) that dodged many of the technical problems that plagued other exchanges over the first few years of operation. The exchange is used by individuals, families, and small businesses that need to purchase health insurance coverage.

Individual market policies are purchased by people who are self-employed, retired prior to age 65, or employed by a small business that doesn’t provide health benefits. People who purchase these individual market plans through the exchange are able to obtain financial a-sistance (premium subsidies and cost-sharing reductions) depending on their household income. These subsidies reduce monthly premium costs as well as out-of-pocket medical costs.

The open enrollment period for 2022 coverage ran from November 1, 2021 to January 15, 2022. Outside of open enrollment, a qualifying event is necessary to enroll or make changes to your coverage.

For 2022 individual/family coverage, the current insurers proposed an overall average rate increase of 8.6%. But state regulators approved an overall average rate increase of 5.6% instead (Connecticut regulators almost always approve smaller rate increases than the insurers propose).

The cost of health insurance plans on and off Connecticut’s Affordable Care Act Exchange will increase next year by as much as 25%, according to final numbers released by the state Friday, deepening concerns about health care access.

Insurance officials signed off on the rate changes eight weeks after carriers proposed an average increase of 20.4% across individual plans and 14.8% across small group policies. The department approved an average hike of 12.9% on individual plans and 7.9% on small group.

While the average increase approved by the state is lower than the rate requested by the insurance companies, it still represents a significant increase in costs to consumers in the coming year.

“Working on behalf of consumers, the department’s hard-working actuaries and professional staff were able to reduce the health insurance rate increase requests. But the skyrocketing cost of health care that these premiums cover must be addressed,” Connecticut Insurance Commissioner Andrew Mais said. “The unit cost of hospital inpatient and outpatient care has risen about 9% per year. Prescription drug prices have risen even higher.
